O’Neal provided preconstruction services to develop scope, cost, and schedule for the addition of a second, activated carbon line at Calgon Carbon’s Bay St. Louis, MS site. After the preconstruction work, O’Neal delivered the project on an engineering, procurement, construction (EPC) basis. There were eight key process equipment packages specified by the owner; however, O’Neal procured, expedited, and installed the equipment. The new line also required extensive utility additions, warehousing, MCC control room, significant process structures and employee changing and break areas. Plant capacity is 20,000 lbs/day of activated carbon derived from coal.
